Most people are aware there are more than 3 dimensions. Time is the fourth dimension, which makes sense because it is hard to imagine the universe with just the 3 dimensions - there's no motion without time. Apparently there is a general consensus that there are ten altogether.
Time for human beings is a half dimension. This is because we perceive time as moving in one dimension only. There are it seems sub-atomic particles that can move in time in both directions.
For theologians it is difficult to know whether we can speak of God and dimensions. As we know nothing about God, it is impossible to say how God relates to dimensions. But dimensions are all we've got and so we are perhaps forced to imagine God being able to move freely around them.
Wesley's view was that we should focus on the end of time. In contrast to the Calvinists who focused on creation as a once and for all event where God created everything just so including law and morality. Wesley saw the end time as the time when God would bring everything to fruition. In other words, God is still creating the universe.
Another approach is to think of the universe as created in one action, all of time as well as space. We perceive evolution, and the universe has genuine freedom to develop according to its nature. From the persepctive of God the universe is one whole over all of time.
So, people are not born with their future pre-determined; everyone can make choices about their lives, can join with God in his act of co-creation. We do this through conversation with God, or prayer as it is traditionally known.
This is another reason why there is no design. The universe is being created, it was not created some time ago to a pre-ordained plan. God is a God of surprises and is often as surprised as we are.
